1. I have discussed with Mr.King. He agrees that we need not raise with Hong Kong the matter of the inclusion of local leave in calculation of the leave reserve. It is for the Government of each Colony to work out the number of a ditional officers it needs to allow for absences because of leave or other reasons, and we need not bother unduly about the details of their methods of calculation. (When we raised this kind of question in 1947 minutes of November 1947 and (7) on the 1947 file Hong Kong was Treasury-controlled and we had to have a case which we could argue with the Treasury).

In the result therefore we can accept Hong Kong's calculation that, to amive at an establishment which in Hong Kong can cope with leave absences etc., the necessry addition which must be made on the number of posts which have to be filled is fo* 48%.
